Description

GENERAL PURPOSE

Under general supervision, inspects, maintains and repairs District pay and display parking machines and meters; collects and transports machine/meter monies; inspects and maintains District parking and pedestrian areas and lots; coordinates parking for District special events; trains and provides lead work direction to parking enforcement student workers; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS
Parking Services Technician performs various duties to facilitate safe and easy access to District campuses, to assist in generating parking revenue for the District by ensuring that parking meters and machines are in good working order, and to ensure full District compliance with federal, state and local laws, regulations and codes applicable to parking and pedestrian areas and traffic flow. Assigned work requires the use of journey-level mechanical, technical and diagnostic skills to maintain and repair District parking meters and machines and a thorough knowledge of federal, state and local laws, regulations and codes, District policies and procedures, safety and other issues applicable to areas of responsibility. An incumbent in this position regularly interacts with District management, staff, students, and the general public, handling parking related routine to non-routine inquiries, complaints and problems.

Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Inspects and maintains District pay and display parking machines and meters; programs, maintains and repairs machines and meters.
  • Leads and participates in day-to-day services ensuring drivers and pedestrians safe and easy access to college parking areas and facilities.
  • Utilizes computer diagnostic equipment and journey-level electrical and mechanical skills to perform preventive maintenance and to identify problems and repair machines and meters.
  • Troubleshoots common problems with parking lot machines and requests vendor technical assistance and/or out-sources more difficult or involved repairs. Collects monies from machines and meters and transports to cashiers office; generates cash reconciliation reports.
  • Inspects and maintains parking and pedestrian areas to ensure ease-of-access, safety and full compliance with ADA, California Vehicle Code and other applicable federal, state and local laws, regulations and codes related to areas of responsibility.
  • Regularly checks lighting, fencing, signage, road markings and potential safety issues.
  • Uses paint striping machine and various hand and power tools to perform painting and repair work.
  • Orders and coordinates delivery and installation of supplies/signage/lighting and other related materials, within budget parameters and with supervisors approval.
  • Develops and recommends updates/revisions to District parking policies, practices and procedures to ensure full compliance with CVC, ADA and other related laws, regulations and codes.
  • 10. Receives and coordinates District special-event-parking requests for a variety of events; identifies and reserves appropriate lots for use.
  • Investigates and responds to routine and non-routine student, staff and public parking inquiries and complaints; coordinates with and provides parking information to Long Beach Police department.
  • Trains, schedules and provides lead work direction to student parking enforcement workers; reviews and enters time and payroll information.
  • Reviews and provides district videos for law enforcement, human resources, and student services.14. Performs related duties as assigned.
Qualifications

Knowledge of:

  • Federal and state laws, codes and regulations, applicable to areas of assigned responsibility, including California Vehicle Code and Americans with Disability Act (ADA).
  • Principles and practices of sound business communication; correct English usage, including spelling, grammar and punctuation.
  • District organization, functions, rules, policies and procedures applicable to assigned areas of responsibility.
  • Operations and maintenance of solar panel and regulators.
  • Techniques for repair and maintenance of District parking machines and meters.
  • Proper uses and safety procedures of a wide variety of mechanical hand tools, computer diagnostics and electrical components.
  • Networking capabilities and programming applicable to the work.

Ability to:

  • Coordinate and administer campus parking machines, meters and other parking services.
  • Diagnose defective components utilizing computer-based diagnostic programming and equipment.
  • Understand, interpret, explain and apply District parking program policies and provisions.
  • Use hand tools and other equipment to maintain and repair parking meters, machines and parking areas.
  • Understand and follow written and oral instructions.
  • Tactfully and calmly resolve parking complaints and disputes.
  • Establish and maintain effective working relationships with District management and staff, external agencies, vendors, students, the public and others encountered in the course of work.

Education, Training and Experience:

Associates degree in a closely related field and three (3) years of progressively responsible experience assisting in the development, implementation and coordination of a large parking program and experience with repairing and maintaining parking machines and meters or similar equipment that have solar panels, regulators and computer-based programming; or an equivalent combination of training and experience.

Licenses; Certificates; Special Requirements:

May require a valid California drivers license and the ability to maintain insurability under the Districts vehicle insurance policy.
