Duties Summary

INTRODUCTION
The Department of Transportations primary functions are to plan, design, construct, operate, and maintain State facilities in all modes of transportation including air, water, and land; coordinate with other State, County, and Federal programs in order to provide a safe, efficient, accessible, and sustainable inter-modal transportation system that ensures the mobility of people and goods, and enhances and preserves economic prosperity and quality of life for residents and visitors of the State of Hawaii.

The Administration Divisions primary function is to provide support services to the Department of Transportation (HDOT) Director, and for HDOTs Airports, Harbors and Highways Divisions.

The Multimodal Transportation Coordinator will coordinate and facilitate regular communication between all HDOT Divisions from planning to construction and maintenance to ensure consistent implementation of and compliance with 1) the Complete Streets laws and policy; 2) the network of pedestrian and bicycle pathways under Hawaii Revised Statutes (HRS) 264-142; and 3) the maximization of equitable multimodal options under Act 131 codified in HRS 264-143. The Multimodal Transportation Coordinator will assist all HDOT Divisions to coordinate and collaborate with Federal, County, State, and private partners, working groups, stakeholders, and the public to further the 3 focus areas above.

Minimum Qualification Requirements

MAJOR DUTIES AND RESPONSIBILITIES

A. Multimodal Implementation

1. Advocacy & Budget Requests: Lead and coordinate internally and externally an ambitious mobilization including budgeting requests and funding proposals to complete the pedestrian, bicycle, and transit networks in coordination with the counties as contemplated under HRS 264-142, with a goal of completing this work in five (5) years.

2. Internal Coordination: Lead and coordinate efforts between all HDOT modes to rapidly accelerate the expansion of non-GHG emitting transportation choices (pedestrian, bicycle, clean transit) and implementation of the Complete Streets policy with a focus on safe pedestrian, transit, and Personal Transport Device transportation (bicycles, e-bikes, skateboards, scooters, etc.) in line with HRS 264-143, the States decarbonization goals and the accompanying co-benefits. Maintain constant communication and collaboration with and provide resources and assistance to the Highways Division Planning and Design leads for pedestrian, transit and Personal Transport Device networks.

3. Partnerships: Participate in the Safe Routes to School and Safe Routes to Parks Work Groups, increase partnerships that further HDOTs Complete Streets and Vision Zero goals, and coordinate and elevate HDOTs related projects in close collaboration with involved HDOT Highways Division staff.

4. Communication: Help to develop and implement a community communication strategy as part of the GHG Reduction Plan that successfully increases public adoption of transportation powered by pedestrian, electric bus & metro, and Personal Transport Devices (bicycles, e-bikes, skateboards, scooters, etc.), and that effectively and consistently updates the public on HDOT progress in fulfilling Complete Streets and Vision Zero policies.

5. HDOTs Authority to Provide Comments: Coordinate Departmental comments across all Divisions on proposed development projects and land use changes pending before other State and county agencies to promote HDOTs Complete Streets, Vision Zero and other decarbonization goals, including bikeways, pathways, transit stops, public EV charging stations, etc., into new developments.

B. Assessment, Evaluation & Reporting

1. Policies & Processes: Assist the Climate & Culture Manager as assigned to review existing policies including the Complete Streets Policy, planning processes, procedures, forms, information systems, etc., related to climate mitigation and adaptation and culture and equity. Recommend changes or updates as needed, and coordinate implementation across Divisions.

2. Evaluation & Reporting: Assist the Climate & Culture Manager and work with the Climate Resiliency Manager as assigned to develop a consistent and transparent process and criteria for evaluating and reporting on climate and equity goals, actions and outcomes, including Greenhouse Gas (GHG) emissions and Vehicle Miles Traveled (VMT).

3. Techical Resource: Assist the Climate & Culture Manager as a technical resource for the evaluation committee for the Greenhouse Gas Reduction Plan.

4. Targets: Assist the Climate & Culture Manager to develop, regularly assess, revise as necessary, integrate into processes, and publicly report Complete Streets targets in the GHG Reduction Plan, including targets to reduce Vehicle Miles Traveled (VMT) and the number of single occupancy vehicles in the states mode share, expand multimodal transportation options such as pedestrian pathways and bikeways, and meet the states Vision Zero Policy.

5. GHG Reduction Plan: Assist the Climate & Culture Manager and consultants with the development of the Greenhouse Gas Reduction Plan by helping to coordinate broad multimodal input from all HDOT Divisions, plan implementation, monitoring and evaluation, and reporting.

6. Data Analysis: Review and analyze relevant data, identify data gaps needed to prepare recommendations, draw conclusions based on their analysis, and prepare reports of findings to support the obligation of funds.

C. General Project Management

1. In every project, coordinate across all HDOT Divisions, and collaborate with other agencies, stakeholders, private organizations, etc., to maximize safe equitable multimodal options.
2. Assist the Climate & Culture Manager with assigned Requests For Proposals (RFP) and coordinate advertisements for bids; review/evaluate proposals and bids; recommend selection of consultants/contractors; meet with consultants/contractors to negotiate terms and conditions of agreements.
3. Prepare leasing or other agreements with special conditions and use.
4. Facilitate financial feasibility assessments including appraisals, financial analyses, cost estimates and pro-forma for development of climate mitigation and adaptation projects.
5. Manage all phases of assigned projects: plan implementation, project coordination, scheduling, conduct of meetings, establish and maintain budgets, establish and adhere to project timelines, establish goals and project evaluation criteria, and prepare status reports to management.
6. Prepare and manage programmatic agreements and correspondences with other federal, state, and county agencies to streamline and modify various design related multimodal processes that further the special projects climate goals.
7. Manage the environmental and historic preservation consultants or staff related to Complete Streets projects or project delivery scope as assigned, typically when a comprehensive project involves more than one modality. Perform periodic inspections and prepare status reports.
8. Prepare annual and periodic status reports as required

D. General Duties and Work Planning

1. Direct assigned personnel in carrying out work plans, preparing periodic and special reports, and reporting on status of projects.

2. Prepare correspondence responding to inquiries related to Complete Streets efforts.

3. Develop internal work processes, practices, and forms.

4. Participate in the development and implementation of training programs to further the Departments climate mitigation and adaptation, culture, and equity goals and strategic priorities.

5. Attend seminars, workshops, vendor presentations, and other related informational/training courses conducted by other agencies; secure and maintain reference materials on industry standards and other information applicable to design-phase environmental permitting and other design-phase environmental compliance issues.

6. Assist with the duties of other Climate & Culture staff as directed by the Climate & Culture Manager; coordinate administrative and technical duties with other Department staff and consultants.

7. Operate a motor vehicle to attend meetings, conferences, inspections, etc.

RECOMMENDED QUALIFICATIONS

A. Knowledge of: Knowledge of climate change mitigation strategies including greenhouse gas emissions and Vehicle Miles Traveled reduction; Hawai?is environment and land use history; Federal and State of Hawai?i environmental laws; various environmental processes, and obtaining permits, documents, and clearances; project management best practices; principles and practices of evaluation techniques; budget formulation and execution; project delivery process including project planning, design and construction; modern methods and practices used in preparing contract plans, specifications, estimates, and applicable design reports.

General knowledge of the basic concepts of governmental financing and capital improvement analysis; basic concepts of planning; basic concepts of environmental engineering.

B. Skills/Abilities to: This work will require systems thinking, issue and gap spotting, and the ability to build positive working relationships with colleagues in all modes and at all levels. Ability to plan and organize, develop methods, approaches, and techniques required to achieve program objectives; effectively project manage; relate program expertise to departmental objectives; independently plan, design, and research assignments involving elements of a highly critical and unprecedented nature; use initiative and sound judgment in the interpretation, adaptation, and application of standard guides to varying situations and in devising alternative solutions to unusual problems; read and interpret statutes, administrative rules, technical manuals, instructions, policies, and procedures; apply principles and procedures of written materials to work processes; revise or draft policies, procedures and work processes; deal tactfully and effectively with Hawai?is diverse populations and Native Hawaiian communities statewide; manage time and resources appropriately to meet deadlines; maintain effective working relationships with internal and external parties; and employ effective written and spoken communication.

C. Education: Bachelors or professional degree from an accredited college or university in planning, public administration, engineering, business administration, law, natural resource management, environmental science, climate science, economics, public health, or a related field.

D. Experience: Four (4) years of professional work experience of which demonstrated the ability to perform assignments involving two or more functional areas such as: participation in the development of policies; management and execution of a major program, especially if it related to multimodal transportation and/or climate mitigation; planning or design of pedestrian, bicycle, transit or electric vehicle-specific infrastructure; fiscal management and financial planning; and contract procurement and administration.

REQUIRED LICENSES, CERTIFICATES, ETC.

Hawaii State Driver’s License, Class 3.
