Job Description Salary: $125,000 – $150,000 annually

We are currently seeking candidates to fill the position of Manager of Transmission Planning and Reliability in the Engineering and Engineering Services Department

Essential Duties and Responsibilities:

  • Manage engineers performing transmission system planning studies including power flow and short circuit modeling of the transmission system. Determine adequacy of the transmission system and provide recommendation of required system reinforcements to ensure planning criteria is maintained.
  • Manage the macro-economic and engineering analysis of a set of preferred alternatives that meet planning and reliability criteria requirements for member cooperative delivery points.
  • Manage engineers in coordination of system transmission and transformer changes between Central, Duke Energy, Santee Cooper, Dominion Energy South Carolina, and the member cooperatives. Provide transmission and transformer loss information to all parties as required for monthly billing.
  • Manage the interconnection process of distributed resources. Perform feasibility, system impact, and facility studies to support Interconnection applications. Coordinate studies with transmission providers on affected system analysis.
  • Develop and maintain network integrated transmission service agreements (NITSAs) with external transmission providers.
  • Provide engineering services in power supply and delivery matters to members cooperatives as required.
  • Represent Central, or member cooperatives as requested, for matters involving FERC/NERC/SERC, Homeland Security, and electric utility technologies.
  • Upon request provide engineering support for member cooperatives in the areas of construction work plans, sectionalizing studies, and long-range work plans.
  • Upon request, provide engineering support in selection and installation of metering packages for member cooperatives and wholesale delivery points.
  • Upon request provide technical support on the installation and operation of the power quality equipment and perform analysis and recommended solutions.
  • Provide technical assistance to the South Carolina Power Team and Member Cooperatives related to economic development activities as requested.
  • Assist and support the development and deployment of new load and resource management technologies as needed across the Central and member cooperative systems.
  • Responsible for ensuring Central has records maintained for the operations and maintenance of its transmission assets to be available for RUS inspection.
  • Responsible for recording and analyzing of the historical reliability performance of the system and communicating with members.
  • Responsible for annual benchmarking of reliability performance metrics within Central and with other generation and transmission cooperatives as well as member cooperative power supply metrics. The focus is on transmission delivery point SAIDI, SAIFI, and CAIDI along with monitoring annual power supply component of member reliability metrics.
  • Makes repair, replace, and retirement recommendations for transmission assets, including Central’s diesel generators.
  • Manage engineers responsible for the operations and maintenance of Central’s diesel generators, including EPA and DHEC compliance, including capital upgrades.
  • Manage engineers responsible for the coordination and implementation of system protection and control devices and settings with Santee Cooper, Duke Energy, Dominion Energy, New Horizon, and the member cooperatives as required.
  • Coordinates and collaborates with the management staff within the Engineering and Technical Services department as needed.
  • Performs other incidental and related duties as required and assigned.

Knowledge, Skills and Abilities:

  • Strong knowledge of power system supply and delivery is required.
  • Strong organization and project management skills needed.
  • Excellent interpersonal and oral communication skills desired.
  • Must possess ability to interpret output data from Power System Simulator for Engineering (PSSE) to make accurate decisions regarding system coordination and relay settings.
  • Must be proficient in Microsoft Office applications.
  • Essential to be able to visit job sites and walk through and inspect the various sites.
  • Must have a valid driver’s license.
