This position reports directly to the President, of Liberty New York Water- and is primarily responsible for managing staff and projects related to engineering and business development services, including but not limited to making assignments, decisions and recommendations for master planning of facilities and the design/construction of various projects. Serves as project facilitator, developing project milestones, managing project contracts, controlling project costs, and facilitating project completion. Oversees capital project cost administration, ensuring that all expenses are booked and recorded properly. Collaborates with other business unit leaders in determining the long-range capital improvement needs for the local operation. Performs other duties as assigned.

Accountabilities

  • Performs technical research to solve extensive and diverse engineering issues. Conducts comprehensive engineering studies, prepares reports and recommendations.
  • Develops, coordinates, and directs multiple projects related to water and wastewater systems, master planning, design, project management, and construction of various facilities.
  • Makes decisions regarding the design and construction of utility facilities and system operations to meet demands and emergencies.
  • Oversees capital project cost administration, ensuring that all expenses are booked and recorded properly. Collaborates with other business unit leaders in determining the long-range capital improvement needs for the local operation.
  • Administers and directs various contracts, prepares reports, project plans/specifications, and letters, and other communications.
  • Prepares Company rate case materials, including testifying where needed. Performs other duties as assigned.

Education and Experience

  • Must possess a Bachelor’s of Science Degree in Civil Engineering or an equivalent Engineering Degree from an accredited four-year college or university
  • Must be a Registered Professional Civil Engineer with at least ten years of technical experience in water and wastewater facilities design and project management or other related fields
  • A Master’s Degree in Engineering may be substituted for two years of experience.
  • Must have at least four years of supervisory experience with increasingly greater responsibility in a management position.
  • Must demonstrate a highly developed sense of responsibility and superior interpersonal and technical skills that are commensurate with years of experience.
  • Proficient with computer applications including Microsoft Office Suite and the Internet.
  • Excellent oral and written communication and interpersonal skills.
  • Flexible with traveling within the US & Canada required. Valid driver’s license and passport required Ethical and professional.
  • Strategic and long term oriented. Strong organizational, research, analytical, multi-tasking and time management skills. Strong communication, negotiation, interpersonal, and collaboration skills.
