Position Summary

As a Loss Control Specialist (LCS), your role involves establishing and enforcing loss control processes, procedures and standards. Key objectives include accurate measurement of custody transfers, quality assurance across the Marine Vessels, Terminals, Refinery, and Pipeline systems used by Delek and its customers. The candidate will drive improvement in these processes while taking the initiative to deliver increased value for Delek. As the LCS, you will utilize strong relationships with internal stakeholders and external partners to oversee all aspects of custody transfer measurement, providing valuable insights through periodic LC performance metrics and summary reports, highlighting achievements and opportunities for improvement.

Education Requirements

  • Bachelors degree in business, Engineering, Supply Chain Management, or related field preferred.
  • High School Diploma or equivalent (GED) required.

Experience Requirements

  • 5 or more years of proficiency in liquid hydrocarbon measurements, encompassing Loss Control support, independent inspection procedures, and downstream commercial operations.
  • Fundamental understanding of petroleum market commercial fundamentals and contract terms and conditions.
  • Working knowledge of marine, pipeline, and terminal custody transfer operations and procedures.
  • Familiarity with API/ASTM standards.

  • Possession or ability to obtain a Transportation Worker Identification Credential (TWIC).

Major Accountabilities

  • Oversee all marine, pipeline, truck, rail, and shore-side storage custody transfer measurements, protecting Deleks interest during custody transfer and provide immediate resolution of measurement deficiencies to prevent potential claims
  • Develop and deploy best practices around quality and quantity assurance within the organization.
  • Select, direct, and audit petroleum inspection companies.
  • Maintain uniform application of measurement and inspection practices across the organization. Ensure that API guidelines and internal procedures are followed and communicated throughout the team.
  • Attend custody transfers as required and ensure presence during supplier or customer LC contractor/witness visits.
  • Quantify quality downgrades in Marine Vessels, Terminals, Refinery, and Pipeline systems used by Delek and its customers.
  • Develop appropriate performance measures, drive improvement opportunities, and deliver increased value for Delek.
  • Build relationships with key internal stakeholders and external suppliers/inspection contractors to support supply and trading activities.
  • Oversee the performance of inspection companies at the refinery and associated terminals.
  • Develop controls and implement processes to validate and monitor measurement equipment used for custody and inter-company transfers.
  • Audit the design and witness the calibration and operation of meter provers, in-line samplers, tank gauging systems, etc.
  • Identify, initiate and resolve any quality or quantity claims with external counterparties and internal Delek stakeholders.
  • Issues letters of protest on custody transfer, documenting supporting evidence.
  • Ensure accurate reporting and audit compliance related to custody transfers.
  • Serve as LC Subject Matter Expert (SME) consultant and sponsor for new custody transfer improvement capital projects.
  • Collaborate with stakeholders on projects such as tank installations, measurement system upgrades, and meter projects.
  • Maintain a collaborative relationship between Delek Commercial, Refining, and DKL
