The Job

The Land Use Services Department is recruiting for Junior Planners*. This is the entry level position into the professional planner series and, under training conditions, performs a wide variety of land use planning involving urban, rural, regional, and planning disciplines. Essential duties include assisting the public at the front counter, researching and reviewing technical reports, maps, and plans; compiling data for planning projects; and responding to public inquiries regarding land use regulations. Other duties include the development of plans and special studies; serving as a project leader; making presentations; and preparing written reports.

LAND USE SERVICES DEPARTMENT

CONDITIONS OF EMPLOYMENT

Promotion: Junior Planners serve under trainee conditions and are eligible for promotion to Planner I ($64,792- $89,086 annually) upon successful completion of a training program and receipt of a satisfactory work performance evaluation. Incumbents must promote within 12 months or be terminated.

Travel: Travel throughout the County is required. A valid California Class C driver license is required at time of appointment. Employees in this class may be required to use personal vehicles and show proof of automobile liability insurance. Mileage reimbursement is available.

Pre-Employment Process: Prior to appointment, applicants must undergo a background check, which includes fingerprinting and a medical exam.

Minimum Requirements

Candidates must meet both the education AND experience requirements for one of the options listed below:


OPTION 1:
Experience: None required.

Education
: Bachelor’s degree from an accredited college or university in Planning, Urban Studies, Environmental Science, Landscape Architecture, Geography, Engineering, Public or Business Administration, or closely related field.

Candidates within their last semester/quarter of their Bachelor’s Program:

Applications will be accepted from individuals who are within 120 days of completing a qualifying degree. Job offers may be made contingent upon degree completion; candidates MUST submit transcripts indicating their graduation status at the time of application.

OPTION 2:
Experience: One (1) year of planning related experience, which may include experience as a Land Use Technician or assisting with preparation/review of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) applications for 404 permits/401 certifications (Clean Water Act), Lake and Streambed Alteration Act (LSA) permits, land use planning and site planning.

Education
: Associate’s degree or 60 semester/90 completed quarter units from an accredited college or university.

OPTION 3:
Experience: Two (2) years of planning related experience, which may include experience as a Land Use Technician or assisting with preparation/review of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) applications for 404 permits/401 certifications (Clean Water Act), Lake and Streambed Alteration Act (LSA) permits, land use planning and site planning.

Education: No college coursework required.

Desired Qualifications

The ideal candidate will have a comprehensive understanding of land use planning and environmental analysis. Strong writing, critical thinking, and decision-making skills are essential.
