Job Description

Position

Under general supervision, conducts technical plans examining work for residential, commercial, and industrial buildings at various stages of construction, alteration, or repair; examine residential, commercial, and industrial plans that are submitted for a building permit; plan review of Pho Voltaic (PV) projects and Electric Vehicle (EV) charging stations; serve as the main counter staff for the Building Division for related general inquiries from the public and perform other related duties as assigned.

CLASS CHARACTERISTICS
The Junior Plan Check Engineer is a combination entry level/journey level position class. Incumbents progress toward performance of the duties of a full combination Junior Plan Check Engineer, beginning with routine residential plan checking and progressing toward complex commercial/industrial work. The Junior Plan Check Engineer reports to the Building Official. Technical direction is provided by the Building Official and/or Plan Check Engineer.

Examples of Essential Functions

Perform plan reviews to ensure that plans submitted with applications for building permits conform with pertinent approval codes.
Review building plans for sufficiency and code compliance; route plans to other affected departments. Assist with the issuance of building permits and solar permits. Answer questions regarding building regulations at the counter and on the telephone. Interact with architects, engineers and developers on matters pertaining to codes, and regulations. Check for permits and non-compliance of alterations.

Minimum Qualifications

Any combination of training, education and experience which demonstrates an ability to perform the duties of the position.

EDUCATION AND EXPERIENCE
A typical combination would include an Associate’s Degree in Civil Engineering, Architecture, or a closely related field and two (2) years of progressively responsible experience performing building plan checking, structural design, or related professional engineering work.

LICENSE REQUIRED
A valid California Drivers License with a satisfactory driving record.

KNOWLEDGE OF:
Professional standards, principles, and practices of building plan checking; Basic mathematic principles and operations; Local building codes and ordinances; Blueprint symbols and formats; Building construction methods and materials; State code requirements including building, mechanical, plumbing, electrical, disabled accessibility, and energy regulations; Standard engineering principles and practices; Modern Office equipment and procedures and basic record keeping methods.

SKILLS IN:
Using a computer to access and store information and safe operations of a motor vehicle.

ABILITY TO:
Interpret and explain codes, regulations, and ordinances. Enforce provisions of the municipal code with firmness, tact and impartiality. Read and understand building construction plans and drawings. Organize daily workload. Communicate clearly, orally and in writing. Deliver quality customer service in person and over the phone. Establish and maintain effective relationships with those contacted in the course of work.

SICK LEAVE

Full time employees receive 96 hours per year.

HOLIDAYS

Full time employees working the 9/80 flex schedule receive 99 hours of holiday leave per fiscal year to cover scheduled holidays as wells as one floating holiday

RETIREMENT

Depending on eligibility, based on CalPERS criteria, new employees will be provided the 3% @ 60 Plan or newly established 2% @ 62 Plan. Employees currently contribute the entire employee contribution amount of 8%.

The City does not participate in Social Security, but employees must be enrolled in the Medicare portion.
