We are currently seeking a Energy Program Risk Manager for the Appalachian Regional Clean Hydrogen Hub (ARCH2) program. This position is located in Morgantown, WV, but will consider remote locations and require 1/3 of the time spent in Morgantown.
Job Summary
The Appalachian Regional Clean Hydrogen Hub (ARCH2) will bring together clean hydrogen producers, transport and storage providers and end users across various sectors to catalyze a clean hydrogen economy in the Appalachian region and serve as a building block to a national clean hydrogen network. Battelle is the prime for the ARCH2 program and will be leading up the ARCH2 Program Management Office (PMO), responsible for managing the performance of the ARCH2 program, a major infrastructure construction and operations program.
Responsibilities
- Understand and actively manage ARCH2 program risks.
- Develop and oversee implementation of a comprehensive Risk Management Plan (RMP) for the ARCH2 program that defines how risks will be identified and quantified.
- Risk Management will encompass a wide range of risk categories including commercial, technical, construction, schedule, regulatory, permitting, safety, scale-up, infrastructure, financial, management, organizational, and market related risks.
- Develop and implement a program Risk Register (RR) to be used for ongoing risk management.
- Work with teammates, subcontractors, subject matter experts, and program stakeholders to quantify the likelihood and potential impact of risks to program schedule and budget in a logical, consistent manner.
- Quantitatively analyze risks to program schedule and budget using industry standard tools and Monte Carlo simulation methods.
- As part of managing the risk to the ARCH2 program, work with teammates, subcontractors, subject matter experts, and program stakeholders to update the RMP and RR on a recurring basis to reflect program progress and changes to the risk profile.
- As part of the RMP, develop metrics to monitor and criteria to promote decision points related to mitigating risks to schedule and budget for the ARCH2 program.
- Develop and provide routine risk status reporting (monthly, quarterly, annual) for internal and external ARCH2 program stakeholders.
Key Qualifications
- Bachelor’s Degree in a technical or business/management field and 7 years of experience in risk management of large infrastructure projects in the energy and/or heavy industrial sectors, including quantitative Monte Carlo analysis of schedule and budget risks.
- Experience managing programs valued at $100M or larger.
- Strong oral and written communication skills, team oriented, detail oriented, and customer focused.
- Travel required, up to 50%.
- Must be U.S. Citizen.
Preferred Qualifications
- Bachelor’s Degree in a technical or business/management field and 12 years of management experience of large infrastructure projects in the energy and/or heavy industrial sectors.
- Management experience shall include direct responsibility for risk management.
- Experience quantifying risks using Monte Carlo analysis of schedule and budge risks.
- Familiarity with and experience applying Department of Energy (DOE) risk management guidance for program management, such as DOE G 413.3.-7 or DOE G 413.3-7A
- Technical experience in the development of clean energy projects, including technology development as well as technoeconomic analysis or environmental lifecycle analysis of hydrogen-based applications.
