Lawrence Berkeley National Labs (LBNL) Building Technology and Urban Systems Division has an opening for an Energy/Environmental Policy Researcher to join the team.
The Energy / Environmental Policy Researcher I (EEPR1) will work in the Building and Industrial Applications (BIA) Department of the Building Technology and Urban Systems (BTUS) Division. The BIA Department engages in research spanning the application and study of a range of technologies, policies, and business practices including those for data centers, laboratories, federal installations, manufacturing facilities, and others.
With supervision, the EEPR1 will conduct research and analysis in the fields of energy management systems (business practices based on ISO 50001). The incumbent will be responsible for the completion of significant tasks of a moderately complex scope such as: supporting the planning, development, and execution of literature and field-based research to understand markets for, target audience motivations and barriers for, and real-world implementations of ISO 50001-based energy management systems; playing an active role in developing team research efforts by ideating and utilizing new analysis methodologies and data sources; and providing multifunctional technical and analytical support as needed.
What You Will Do:
- Use qualitative and quantitative data from surveys, interviews, case studies, databases, reports, Google News, and other sources to conduct data analyses, create visualizations, and contribute to disseminating results by writing portions of journal articles, conference papers and presentations, LBNL reports, and similar.
- Assist with developing tools and resources related to advancing energy management systems at scale.
- Investigate and actively contribute ideas related to data sources and analysis methodologies to energy management systems team’s research efforts.
- Provide resolutions to problems of moderately complex scope where analysis of situations or data requires a review of identifiable factors
- Exercise judgment within defined procedures and practices to determine appropriate action with respect to task and project needs.
- Collaborate with internal personnel and some external contacts.
What is Required:
- Bachelors degree in a relevant field and a minimum of two years of related experience; or an advanced degree without experience; or equivalent work experience.
- Experience working independently and as part of a team to perform tasks as described in the Duties/Responsibilities section.
- Experience with qualitative and quantitative data analysis and management.
- Demonstrated knowledge of, and experience with, energy, economic, environmental, market and/or technical research and analysis.
- Broad knowledge of the U.S. energy policy environment related to decarbonization and energy efficiency.
- Demonstrated experience in quantifying, aggregating, summarizing, and visualizing qualitative data using R, Python, or other languages; qualitative analysis software; and/or Excel.
- Demonstrated proficiency in MS Office, especially MS Word, Excel, and PowerPoint.
- Demonstrated ability to work under general supervision and collaborate effectively with a team of researchers.
- Demonstrated ability to meet deliverable deadlines with high-quality results and adapt to changing work demands.
- Excellent oral and written communication skills, including a demonstrated ability to present analytical methods and results to a non-specialist audience.
- Good attention to detail.
Desired Qualifications:
- Advanced degree (e.g., M.S.) in public policy, energy and resources, environmental management, data science, industrial engineering, or similar.
- Coursework in or experience developing and applying social science research methods.
- Experience using qualitative data analysis software such as NVivo, MaxQDA, Dedoose or similar.
- Experience using geographic information systems software such as ArcGIS, QGIS, or other GIS software or packages.
- Experience with statistical data analysis using statistical software or packages.
- Experience using Qualtrics survey software for creating and distributing surveys and using included analysis tools (Crosstabs, Text iQ, Stats iQ).
- Some knowledge of human subjects research considerations and/or protocols.
- Familiarity with international, U.S., or state-level policy related to energy management.
- Familiarity with basic principles and tools for managing data from multiple ongoing surveys from the same pool of respondents.
Notes:
- This is a full-time, career appointment, exempt (monthly paid) from overtime pay.
- The full salary range for this position is $93,696.00 – $140,568.00. The budgeted salary range that the Lab reasonably expects to pay for this position is $98,918.00 – $109,330.00 Salary offers will be commensurate with the final candidates qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group.

- This position is eligible for a flexible work mode, with onsite or hybrid work being the preferred modes. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab. Work schedules are dependent on business needs.
