Position Summary:
The Chief Project and Asset Optimization Officer is an executive team role reporting directly to the President/COO responsible for providing strategic leadership and operational oversight to the land development/site acquisition, project proposal, construction management and operations/management and asset optimization teams at Francis Energy. This role is key in ensuring the successful planning, execution, operation, and maintenance of EV charging stations. The Chief will work closely with the relevant functional team leadership as well as the Francis executive team to align proposal, construction and operational activities with the company’s strategic goals and ensure timely and quality proposals, completion of construction projects and utilization of assets.
Essential Duties and Responsibilities:
· Develop and implement a long-term strategy for construction and operations that aligns with Francis Energy’s mission and business objectives.
· Provide executive oversight for all site acquisition/development, construction proposals and projects delivery, ensuring they meet applicable requirements, timelines, budget constraints, and quality standards.
· Provide executive oversight for all procurement and warehousing.
· Lead high-level discussions with key stakeholders and partners, ensuring alignment on project goals and expectation.
· Ensure that all operational activities support the continuous reliability and efficiency of the charging network.
· Maximize charging operations and utilization opportunities.
· Ensure all proposal, construction and operational activities comply with industry regulations, safety standards, and company policies.
· Have direct responsibility for the Land Development/Site Acquisition, Project Development/Management, Construction Management, Service/Support/Education (O&M) functions.
· Align Land and Site Acquisition departments with available federal and state opportunities.
· Collaborate with Land and Site Acquisition department leads to set goals and optimize departmental efficiency, ensuring deadlines are met with accuracy.
· Create new revenue streams for our O&M services.
· Optimize and refine our EV charging network to increase revenue while implementing cost reductions.
· Ensure all government requirements and reporting are met.
Education and Experience:
· Bachelor’s degree in construction management, Engineering, or a related field or comparable experience.
· Demonstrated 10 plus years’ experience as a Senior Leader of Construction Operations from proposal to construction to operations.
· Extensive experience in overseeing large-scale infrastructure projects, preferably within the renewable energy or electric vehicle sectors.
· Experience with federal grant-funded construction projects is preferred.
· Familiarity with maintaining EVSE equipment or SCADA controlled systems is highly desirable.
· Strong preference for experience in leading operations and management service team.
· Experience in estimating commercial or utility-scale projects is preferred.
· Lean or Six Sigma experience desired.
