Position Overview

This is a Human Services position involving direct client services primarily to Baltimore residents seeking employment and occupational training services. The Career Navigator reports directly to the Project Lead and is responsible for marketing and promoting the Maryland Works for Wind (MWW) project to residents. The MWW is a program that aims to fill new jobs in offshore wind industry throughout both central Maryland and the Eastern Shore (Maryland’s wind farms are planned to be built off the coast of Ocean City). The program will train or upskill workers for jobs in offshore wind expected to last for the next two decades.

The Career Navigator is responsible for marketing and recruiting residents from MOED’s Career Centers and satellite offices. Also, responsible for case management, updating customer files and case notes, and entering all services provided into Maryland Workforce Exchange and other databases and systems as assigned.

Essential Duties And Responsibilities

  • Maintains updated information on programs and services available for client / customer population.
  • Assists client / customer to navigate through employment and training resources in the Baltimore metropolitan area.
  • Works closely with Maryland Works for Wind partners.
  • Attend all project meetings
  • Research and compile data pertaining to the Offshore wind industry
  • Promotes program services and initiatives throughout Baltimore communities using all forms of media, including electronic mechanisms, bulletin boards, newsletters, flyers, etc.
  • Organizes employment and training specific outreach events for Baltimore job seekers and/or employers.
  • Provides comprehensive case management and conducts individual and group assessment sessions with assigned program participants.
  • Assists Career Development Facilitator (CDF) and Employer Services Representative (ESR) in preparing job seekers for transitions from job readiness and training to employment.
  • Determines eligibility for the MWW program, explains process and services to candidates, and secures written consent for program participation as needed.
  • Enrolls participants in the Maryland Workforce Exchange (MWE) System or other data tracking systems as designated by the grant.
  • Maintains updated case notes on clients / customers.

Knowledge, Skills, And Abilities

  • Develop, foster and maintain effective working relationship with MOED clients, program participants/ customers, co-workers, public and private agency staff
  • Excellent Verbal and written communication skills; Presentation skills to conduct workshop training
  • Experience in manufacturing equipment
  • Solid organizational skills; execute work assignments on time in the format required
  • Attention to detail
  • Proficient in MS Office Product Suite to include MS Word, Excel, Outlook
  • Capable of learning and using designated Agency and/or City/State software programs as required

Education And Experience Requirements

  • Two years of college with coursework in Psychology, Human Services or related subject; four year, Bachelor’s degree preferred
  • Two years of experience in vocational rehabilitation, job development, or related human service field
  • Equivalent combination of acceptable education and experience

  • Must complete pre-employment requirements which includes a criminal background investigation
