Job Summary

The Associate Project Manager (APM) position is responsible for full life -cycle project management (Initiation, execute, closeout) of interconnection studies and projects executed by the Centralized Services line of business. Projects will typically involve the management of interconnection studies performed by outside services or internal resources, and at times Inside Plant, Outside Plant Distribution and/or Transmission Projects, or System Failures with low to mid-level complexity and the APM is accountable for delivering required scope within approved budget and schedule at specified quality grade in accordance with established Company policies and procedures.

This position will utilize broad knowledge of the business and field operations, to assist in the development and management of core functions, processes, procedures, technical manuals, and engineering standards for Interconnection Processes. The portfolio of work may include Wholesale interconnection requests via the PJM Queue, Purchased Electric Power Agreements (PEP), utility to utility interconnections and retail interconnection processes via Net Electric Metering, Aggregate Net Electric Metering, behind the meter generation without export, community solar and other relevant programs. The position is also responsible for oversight of assigned Interconnection Processes as it relates to complying to State and/or Federal Regulations, provide business guidance to PSE&G stakeholders, lead process improvement sessions, and develops process maps or associated documents as well as act as a liaison between the utility and PJM and/or BPU Staff.


Job Responsibilities

  • Manages a diverse range of major transmission, substation, control and protection, interconnection, distribution and generation capital projects.
  • Lead Project Executionorganizing, directing and coordinating activities and resources, including permitting, engineering, procurement, construction, commissioning phases
  • Planning plan project execution including resources, scope, schedule, budget, safety, risk and expenditure and update/revise at routine intervals throughout project life cycle
  • Leads the development of key milestone and detailed project schedules identifying project tasks and their interdependencies
  • Monitor/Control measure project progress against plan (scope, cost, schedule performance, safety); risks response; respond to change request; ensure project is within authorized funding and other corporate compliance requirements
  • Leads or assists functional areas on major system repair efforts on failed transmission circuits and substations as requested by senior management
  • Establish and maintain good working relationships with internal and external stakeholders
  • Work with Legal to interpret regulations and apply those concepts to new or existing processes. Document those processes and communicate to stakeholders across the state.
  • Experience working with and understanding of contracts: Lump Sum, Engineering, Procure and Construct (EPC), Unit Cost, Time and Material/Equipment.
  • As an employee of PSE&G you should be aware that during storm restoration efforts, you may be required to perform functions outside of your routine duties and on a schedule that may be different from normal operations.

Job Specific Qualifications

Required Skills, Knowledge and Experience:

  • Bachelors degree in Engineering or related technical field with 6 years of engineering, capital construction, project management or technical supervisory experience.
  • In lieu of a degree, 10 years of project management, capital construction, T&D or technical supervisory experience in the utility industry,
  • In-depth knowledge and relevant experience in project management, engineering, construction methods, budgeting, cost control, planning, scheduling and estimating
  • Comprehensive knowledge of substation and/or transmission and distribution design and engineering, procurement, or construction related processes.
  • Demonstrated project leadership.
  • Demonstrated ability to lead complex projects and interact and drive deliverables with all managerial levels, including Senior Management, both internally as well as externally.
  • Demonstrated ability to work in a matrix organization.
  • Developed written and verbal communication skills.
  • Demonstrated ability to build strong relationships with key stakeholders (e.g. both external and internal).
  • Must possess and maintain a valid U.S. driver’s license and a safe and satisfactory driving history.

Preferred/Desired:

  • 4 years of inside plant, overhead and/or underground outside plant distribution, transmission project experience or work in heavy industrial environments.
  • Knowledge of PJM markets, PJM interconnection queue, and regulations that govern wholesale interconnection processes.
  • Knowledge of net electric metering and community solar processes, and regulations that govern retail interconnection processes.
  • Knowledge of new business process.
  • T&D experience in utility industry or related experience.
  • Experience in project management and managing capital projects.
  • Project Management Professional (PMP).
  • Preferred knowledge of Electrical: construction, operations, equipment and materials.
  • Knowledge of Article VII and SEQRA requirement.
  • Ability to understand engineering systems/ drawings.
  • Understanding of company rules for scheduling outages.
  • Advanced computer application knowledge i.e. P6, MS Project, Access or other critical path method/ scheduling software.
  • MS Degree in Engineering/ other discipline or advanced degree.
